19 of Medvedev's twenty-one victories have been won on hard surfaces
A comeback Medvedev claimed his maiden championship for 882 days with success over Frenchman Moutet in the tournament championship match.
The Russian, a former top-ranked player, has had a difficult season, winning just one win at the big events and undergoing a meltdown at the American major.
Medvedev's unpredictability on the ATP Tour - and issues with his service game in particular - led to him dropping out of the top ten and eventually separating with long-term trainer Cervara.
Now working with Johansson and his other coach, Medvedev has consistently improved in the last few weeks - climaxing in a hard-fought 7-5 4-6 6-3 victory over Frenchman Moutet.
This represents Medvedev's first title since the Italian tournament and initial on a hardcourt after March of that year.
The win also means Medvedev has achieved twenty-one titles at twenty-one different competitions.
"For the first time I have attended a event with my both daughters simultaneously, so to get a trophy is really nice," commented world number 14 Daniil Medvedev.
"This victory is in honour of my child my daughter, because the initial championship I won when my child Alisa was delivered was for her."
The athlete, the past champion, had lost his last six finals, featuring in Halle previously this season.
The player's retrieving approach and regular reactions on the playing surface had led commentators to question if his skill to play at the highest level was over.
But the 29-year-old has altered his approach in recent weeks, making an effort to approach the net and perform positively, supported by an improved service.
He recovered from a break down in the first set against the challenging Moutet, securing 4 of the concluding five exchanges to gain the advantage.
Both players swapped break points in the following set before the challenger, striving for his maiden ATP Tour title, took control to force a third set.
Moutet saved four initial opportunities in a tight final set before the Russian broke to that score to secure the win.
Suitably, Medvedev clinched the title with a shot at the front of the court, with Moutet failing to control a return after two hours and 38 minutes.
